Request for Qualifications (RFQ) – Pre-Qualification of Professional Services

  • Question and Answer
    • Question: “Should we submit as a team?”
      • No, our preference is to pre-qualify companies who are interested in working with Bee Development Authority in the future – if you know others who should respond to our RFQ, please encourage them to respond as well in the categories that they work within.
    • Question: “Please confirm whether or not it is acceptable to include subconsultant information in our submittal.”
      • If you want to include a subconsultant in your proposal, that is allowed, but we would direct you to our preferences, as stated in the previous question.
    • Question: “Is the page maximum for Approach to Projects per service category like shown in Relevant Experience; or multiple service category approaches should be combined to two pages?”
      • A company can submit two pages for every category that they are submitting for.
    • Question: “Some of the categories we are pursuing differ significantly in scope, technical content, and team composition—for example, environmental consulting versus geotechnical engineering—each requiring a tailored response. Given this, we respectfully request clarification regarding the page limitations outlined in the Submission Requirements. Specifically, for sections such as “Approach to Projects” (limited to 2 pages) and “References” (3 references requested), should these be provided once for the overall submittal, or separately for each service category?”
      • They should be provided for each service category.
    • Question: “The RFQ indicates an emphasis on assembling a pool of professionals with experience in defense base or aviation facilities.  However, during the meeting, it sounded as though you are also seeking a broader range of expertise, such as data centers, renovations, facility assessments, environmental services, and other areas that may not necessarily be tied directly to aviation or defense base projects. From what I understood, the intent may be to pre-qualify a pool of professionals for a variety of future projects.  My question is whether there will be another IDIQ posting specifically for firms with significant experience in non-defense base or non-aviation facilities.”
      • Our goal at this time is to build a campus that is based on aerospace, advanced manufacturing and other compatible industries that will make Beeville and Chase Field relevant for the next 100 years of industry. The background here is that we are thinking about how does Chase Field stand out in a competitive region that starts in Dallas, Texas and runs south to Monterrey, Mexico – one of the advantages we have is a runway that you can land Air Force One on, along with the tax advantages because of our identity as a Defense Base Authority. So it is helpful, but not necessarily required, to work with leaders who have done work with our peers and/or in aerospace.
      • A data center is an example of a compatible user for a master campus that is built on aerospace, that would have a positive impact on Chase Field’s ability to develop facilities and create jobs with an economic impact for our region. While we have a strong idea of what we are looking for, we also want partners who will be able to bring us ideas on things we didn’t even know we wanted – as innovation has always been at the heart of why the Navy built this facility to begin with. 
      • At this time, we do not have plans for an additional RFQ, however that could change as the development requires.
    • Question: “Please confirm there is flexibility in formatting, and the 11-point font and 1-inch margins are not a requirement.”
      • Yes – there is flexibility on this. Please feel free to use your firm’s standard response format.
    • Question: “As we finalize our submittal, we have a question regarding Section 3, Bullet 10, which states: ’10. Required Acknowledgements: A signed statement acknowledging compliance with the legal requirements listed in Section 4 below, including conflicts of interest disclosure under Local Government Code Section 379B.004.’ Could you please confirm if there is an addendum or specific attachment that needs to be included for this section, or if a general statement of compliance will suffice?”
      • There is no formal addendum to attach, however a firm should include the following acknowledgement of compliance in their response:
        • “[Firm Name] acknowledges and agrees to comply with the legal requirements listed in Section 4 of the RFQ, including conflicts of interest disclosure, professional services procurement, military employment preference, public information transparency, and applicable environmental and aviation regulations.
